Have you tried Kermit 95 for OS/2? The name is a bit, hmmm, but it is the follow-up to C-Kermit 5A (191) for OS/2, native OS/2 code, command line (VIO) interface, and makes telnet in an OS/2 vio window actually usable: You get

If you like this (as I do) check out http://www.columbia.edu/kermit/. I tried lots of packages before (from DOSis Telix, Quicklink, LiveWire, HyperAcess Lite, ZOC (whatever numbers)) and finally settled for Kermit. I also use(d) the telnet app that comes with OS/2 (both the normal telnet.exe and the telnetpm thing) and is functional yet not very configurable and lacks what makes it bearable under X Widows: scroll back buffer.
