"The work of modernizing buildings is continuing as shown in figures J-14 and J-15. In these cases, two buildings near the Sands Street gate are being replaced by modern, substantial structures. The present buildings have one-story brick walls as shown, with wooden interior structures surmounted by a temporary wooden second story. These buildings are a fire menace and will be replaced with a gatehouse with quarters for a guard and facilities for labor board activities, and a storage building, all of fireproof construction."[1,p.86]
